As an expat in Saudi Arabia, understanding your electricity bill from the Saudi Electricity Company (SEC) can be confusing at first. The bill is issued by Saudi Electricity Regulatory Authority (SERA) approved rates and uses a tiered (progressive) tariff system for most categories.

How the Two-Tier Tariff Works

For residential, commercial, agricultural, and charitable categories, Saudi Arabia uses a two-tier electricity pricing system measured per month:

  • Tier 1 (1–6,000 kWh/month): The first 6,000 kWh consumed in a month is charged at the lower Tier 1 rate. For residential users this is 18 Halalas (SAR 0.18) per kWh.
  • Tier 2 (above 6,000 kWh/month): Any consumption above 6,000 kWh is charged at the higher Tier 2 rate. For residential this jumps to 30 Halalas (SAR 0.30) per kWh.
  • The 6,000 kWh threshold is evaluated on a monthly basis. SEC issues bills on the 28th of each Gregorian month per Royal Decree — each bill covers one calendar month of consumption.

VAT on Electricity Bills

Since 2018, Saudi Arabia applies a 15% Value Added Tax (VAT) to electricity bills. This is added on top of the base consumption charge and any fixed fees. The VAT amount is clearly listed as a separate line item on your SEC bill.

  • Studio / 1-bedroom apartment: 200–400 kWh/month (SAR 40–75 before VAT)
  • 2-bedroom apartment: 400–800 kWh/month (SAR 75–150 before VAT)
  • 3–4 bedroom villa (with pool): 1,500–3,000 kWh/month (SAR 270–540 before VAT)
  • Large villa — summer peak: 4,000–8,000+ kWh/month (SAR 720–1,680+ before VAT)

Saudi Arabia has extreme summer heat, with temperatures regularly exceeding 45°C. Air conditioning runs almost 24/7 from May through September. A single large AC unit can consume 2,000–3,000 kWh per month alone. If your consumption crosses the 6,000 kWh/month threshold, the Tier 2 rate kicks in, which is significantly higher — meaning your bill can jump dramatically.
