Fine of Up to SAR 20,000 for Unlicensed Passenger Transport and Soliciting Passengers

The Saudi Transport Authority has announced strict penalties against individuals engaged in unlicensed passenger transport and soliciting passengers in public places. The move comes under the provisions of the new Land Transport Law issued by Royal Decree No. (M/188) dated 24/11/1446 AH.

According to the authority, any person who practices land transport activities on roads without a license — including calling out to passengers, following them, intercepting them, or waiting in unauthorized locations to solicit them — is committing a violation.

Penalties

  • Unlicensed passenger transport: Fine of up to SAR 20,000 and vehicle impoundment for up to 60 days.
  • Soliciting passengers (al-Munādāh): Fine of up to SAR 11,000 and vehicle impoundment for up to 25 days.

The authority confirmed that penalties may also include vehicle confiscation and public auction in certain cases, in addition to deportation for non-Saudi violators.
