What is the Controlled Drugs System (CDS)?
The CDS platform, managed by the SFDA, allows travelers to request clearance permits for controlled medicines. This system ensures patients can travel smoothly while maintaining safety and compliance with Saudi regulations.
Through the CDS portal, travelers can:
- Create a personal account.
- Submit an electronic clearance request with patient and travel details.
- Upload documents such as prescriptions, medical reports, and proof of identity.
- Add multiple medications by specifying trade name, active ingredient, concentration, and quantity.
- Track application status (Submitted, Completed, Rejected, or Incomplete).

How to Create an Account on the CDS Portal
- Visit https://cds.sfda.gov.sa.
- Select “Create Traveler User” from the top menu.
- Enter your personal details: full name, ID number, nationality, gender, date of birth, email, and password.
- Click “Create User.”
- Enter the OTP sent to your email and confirm.
- Your account will now be successfully activated.

How to Request a Clearance Permit
Once your account is active, you can submit a clearance request:
Step 1: Log in
- Go to https://cds.sfda.gov.sa.
- Click on Login and enter your username and password.

Step 2: Start the Request
- Select “Request a Clearance.”
- Enter patient details. If carrying medicines for another patient, select Yes; otherwise No.
Step 3: Enter Travel Details
- Choose whether the trip is an Arrival to Saudi Arabia or Departure from Saudi Arabia.
- Provide flight details: arrival date, departure date, country of origin, and destination country.
Step 4: Upload Attachments
- Proof of identity (passport or Iqama).
- Prescription or medical report.
- Photo of the medicine package.
- Patient consent (if carrying for another person).
Step 5: Provide Medication Information
- Active substance.
- Trade name.
- Dosage form (tablet, capsule, liquid, etc.).
- Concentration.
- Volume.
- Quantity or pack size.
Step 6: Review and Submit
- Tick the agreement boxes.
- Click Submit.
Tracking Your Application
After submission, you can track your request under Clearance Requests. Each request will be marked as one of the following:
- Submitted – request received and under review.
- Completed – clearance approved.
- Rejected – clearance denied.
- Incomplete – missing documents or information.
Print your permit once the application is completed.
