Saudi Arabia Suspends 3 Recruitment Offices, Revokes Licences of 11 Others

Saudi Arabia’s Ministry of Human Resources and Social Development announced on Monday the results of its inspection campaign targeting recruitment offices and companies during the first quarter of 2026, as part of ongoing efforts to regulate the sector and ensure compliance.

The ministry said regulatory action was taken against 14 recruitment offices following the detection of multiple violations. Three offices were suspended immediately, while the licences of 11 others were revoked after they failed to rectify violations within the designated timeframe.

According to the ministry, the recorded violations included breaches of recruitment activity and labour service regulations, delays in refunding amounts owed to beneficiaries, and failure to process customer complaints.

The ministry stated that the measures fall within its broader regulatory strategy aimed at strengthening labour market compliance, improving service quality, and protecting all parties involved in contractual relationships.

The ministry confirmed it will continue to monitor the performance of recruitment offices and companies on a regular basis, and that statutory penalties will be applied against those who fail to meet regulatory requirements.

The ministry urged beneficiaries to use Musaned, the national recruitment services platform. The platform allows users to contract electronically with accredited providers and offers tools for ratings, reporting violations, and tracking complaints.

Violations may be reported through the unified number 19911 or via the Musaned mobile application..
